Accounts gate the machine; contacts are elastic. ICP tiering cuts 4,649 companies to 1,193 in-play accounts. Contact supply is not the limit — 18,928 title-eligible contacts sit on the Clay bench at those in-play accounts, and more can always be run through Clay. Clay is never a stopgap.
The eligible pool is fully seeded, not idle. Every one of the 1,187 seed candidates across the four reps is already inside an active campaign (free runway = 0). New cold volume is therefore gated upstream — at the enrich→classify step (only 10,956 of 67,059 title-eligible are enriched) and by the per-company seed cap — not at the seed step.
